Are There Regs For Pet Meds???

This is a no-prep post today. I suppose it could be considered more of a question with only a little bit of information.
About a month ago, my brother's cat died suddenly. The vet said it was probably a heart attack. Incidently (or not) the cat died directly after having a flea bath. The "incidently" part is because the bath was nothing new. The "or not" is because now there's reason to believe the medication in the flea bath was the cause of death.
Bill's not the kind of guy who gets all law-suit happy, so that's not even material for a question.
The thing that makes me wonder is what kind of regulations are out there to protect the animals. If there's reason to believe this product was instrumental in this cat's death, that reason didn't come out of the air. Evidently other cats have had the same last experience.
A lot of people have the attitude that "it's only an animal". A lot of other people have different ideas. Regardless of your position on animal welfare, there's something wrong with manufacturing a topical medicine that can kill the creatures its supposed to protect.
